THE BOWSER CARTEL: DC Queenpin of Pay-to-Play Political Corruption.

The US District of Columbia mayor Muriel Bowser administration (aka Bowser Cartel) engagement in a combination of Pay-to-Play, Bribery, Disparate Treatment, Quid Pro Quo politics, as well as the malicious attempts to silence whistleblowers and government employees has eroded the integrity of the DC government and shattered public trust.


Nobody is above the law! DC residents feel betrayed and are simply sick and tired of the scandals! As a former DC government employeee and whistleblower, I've experienced the Bowser Cartel's wrath, but the 2016 complaint below reads like an episode straight outta Law & Order.


Bowser's insatiable thirst for power and control has saddled DC taxpayers with a substantial financial burden, exceeding $10 million, to address the aftermath of her 2016 actions.


A 2016 complaint, kept extremely secretive (posted below) reveals that the DC mayor has always been the nefarious DC Queenpin of pay-to-play political corruption: illegal behavior and unethical practices. 

 

The lawsuit states Bowser terminated the plaintiff (Associate Director of Department of General Services) for refusing to engage in the mayor's unlawful activities, including corruption, collusion, and discriminatory practices in government contracting and procurement allocations.:


“As is clear from the complaint, several high-ranking officials at the Executive Office of the Mayor, DMPED and the City Administrator’s office applied unprecedented pressure on Mr. Alao to cancel the Buzzard Point and St. Elizabeth’s contract awards and to re-bid those contracts, in an obvious attempt to award them to Ft. Myer."


1. plaintiff was criticized by mayor's office for refusal to award large government contract to mayor's pick who was a major financial contributor to the mayor's campaign or political action committee(PAC). Violation of whistleblower protection act.


2. the mayor's contractor choice was nearly $10 million more that the awardee, not the most qualified bidder, and did not list companies entanglement in massive employee discrimination lawsuit, based on the terms of the solicitation.


3. Plaintiff's boss was directed by mayor's office to terminate plaintiff; however, the plaintiff's boss refused to comply with mayor's demand and resigned the next day.


4. Executive Office of the Mayor and Depart of General Services actively conspired to manipulate government contracts disregarding ethical guidelines and fair competition to benefit the mayor's choice contractor.


5. Mayor's office assembled a team of Bowser loyalists to wrongful terminate plaintiff swiftly and attempt to eliminate any evidence of wrongdoing.


6. The plaintiff's ordeal was far from over as the Mayor's Cartel launched a revenge campaign, deliberately intended to harm plaintiff, using social media, TV, and radio to defame and slander the plaintiff's reputation.


We, many resident of the District of Columbia, find the DC Queenpin guilty!


In lieu of consequences and a thorough investigation addressing the allegations within the Mayor Bowser Administration in 2016, the OAG and DC council introduced legislation.


One month after plaintiff filed the whistleblower lawsuit, The OAG introduced Bill 22-008 Transparency and Accountability Amendment Act of 2017, Councilmember Charles Allen wrote legislation Bill 22-0008 “Campaign Finance Transparency and Accountability Amendment Act of 2017 and in 2023 councilwoman Pinto introduced transparency and accountability legislation, eventually approved by council , hopefully to quietly and secretively curtail Bowser's reign of corruption and terror.

Residents deserve a transparent and accountable government that operates with honesty and integrity. DC government employees continue to be threatened and fired by The Bowser Cartel in a blatant attempt to silence and cover up illegal and unethical wrongdoing.


Finally, residents have zero trust in the agencies of OAG, AIG and DCBEGA to restore trust and confidence in their mission to serve and protect the interests of all its DC residents.


Based on the egregious evidence of pay-to-play, bribery, disparate treatment, and quid pro quo politics, as well as attempts to silence government employees, the integrity and trust in the government is forever shattered.


The residents of D.C. must persist in our demand for justice and ethical governance.
